Minutes of 7th December 2021 were it was agreed to drop case & loose nearly £22k (this i feel is unbelievable as full council at the wpc extraordinary meeting of the 15th March 2021 it had been agreed to accept former clerks plea bargain to pay circa 22K back in return for a caution. The unlawfulness of this just hand perpetrator a caution and omit collecting the, monies £22k is an on front to the village(there is no mention in these minutes of any police involvement) strangely enough cllr’s Lowry, Barker, Harvey and BCllr Rose were present at the meeting of the 15th March 2021 were it had been agreed by unanimous vote to accept former clerks plea bargain pay back circa £22k in exchange for plea bargain caution the other things that do-not fit is Cllrs Gardner ( why does he not speak up)who with Peter Cox and D C Forman over seen by WPC chair Cllr Giles (my self).we’re the ones who calculated the 22k cllr on top of 8k former clerks paid back 2017 to cover Councillor Gardener was at this meeting of the 7th December 2021. But also Cllr Goodger who it was on his watch as WPC chair when the perpetrator stole £30k when Pat Copeman retired shortly after Goodger risings in 2017 the perpetrator paid back two sums of £4k of the monies stolen from these accounts so it was not obvious to the new Clerk Liz Parlet that former clerk was on the take but when Doug Lawson took over as clerk in 2018 he identifies these two payments of £8k when he flagged these anomaly it triggered the police in-depth investigation theft which was perpetrated on Ken Goodger’s watch as chair when the former clerk practised this huge theft and as you see by the minutes Goodger did not declare conflict of interest. He should not have been involved as i say again the original theft was on his watch as chair

Exhibit 4 – Recording WPC meeting
5th November 2024. I pointed out i was unlawfully classed as a vexatious complainer, I read the letter of the 30th September 2023. That i sent to WPC stating Goodger should have declared a conflict of interest when the former clerk, theft was discussed and he should of left the room. I also gave the clerk the date that she sent a letter I was a vexatious complainer instead of answering my valid comments that that Goodger had broken the code of practice M Hilton (parish clerk) sent me a letter telling my queries as regards Good breaking code of practice would not be an answered as the WPC had classified me as a vexatious complainer. 12th October 2023 ( this clerk was obviously covering her own back because the violation of protocol perpetrated by Goodger got out the fact Hilton as CiCLA trained clerk clearly should have advised that it was a breach of protocol Goodger being present as it was on his watch the former clerk stole £30k.

With regards to the last line on the voice recording it was all in order when i was in office not as was not Ken Goodger says that i should have dealt with it. Ken Goodger and his clique made way for him to come back then in conjunction with rose changed all the democratic resolutions had been made when me, John Loveday and Dr Pratley were in office. illness drove me out of this parish council which was out my control, similar things happened to my colleagues. We had no voting control of that to stop the resolutions that had been made on behalf of the WPC solicitors who were sacked in late 2021. Probably to second sit in the post office scandal when the post office did not like there proffesional advisers they sacked them.
This village should not be sold down the road just to keep egg of his face.

* I note that from the Welney Parish runs things it is very hard to cross reference resolutions and agreements have been carried out as the agendas appear to be destroyed and not published under this current parish council. For example when in questioned Rose’s accusations the CPS had ruled against me it is in the minutes that Rose was to look for an email from the DC running this Vicious case against me that statement was just buried, Rose was not held to account to produce this email.
WPC minutes 2 September 2025
• A Parishioner asked a question which the Clerk had already answered on the telephone (THE CLERK NEVER ANSWERED MY QUESTION ON PHONE)with him. He asked if the former Clerk had passed on any notes regarding the matter of another Clerk stealing monies from the council. The Clerk said that as part of the condition of her taking on the role as Welney Clerk, was to have nothing to do with the case. But no papers were passed to the current Clerk on this matter. The parishioner did state that the police did not hold any records of the case either.

Another parishioner (a vexatious complainer) (Roger Giles), started to talk about a previous Clerk’s actions regarding theft of monies. The Chair stopped him as this matter has been dealt with by the Police.
When i was in office as chair 9th March 2021 at 11:26 I spoke to case officer D.C foreman put it to me that her Superior had agreed for full council to put to vote collect the 21 k in return for perpetrator to only get a caution ( apparently WPC meeting on 7 December 2021, chaired by Ken Goodger the above arranged was reversed) also at WPC/ charity meeting as chaired during a brief period out of hospital august 2021 WPC solicitors advice was followed end of August there was letter sent to insurers of WMC Building plus beginning of September 2021 the process to get WMC builders in front of CPS to bring WMC foundations up to building regulations But paperwork shows & minutes of WPC meeting 4th October 2021 item 12 that the WPC/ charity solicitor was sacked and BCllr Rose appears to have taken over.
